Uber asks forgiveness, not permission. The Florida Legislature wants to give both.

Legislation that would set statewide rules for so-called transportation network companies — Uber, Lyft and any competitors — passed the House and Senate with just one dissenting vote. Gov. Rick Scott likely will sign House Bill 221. After four years, Uber finally would win.
